Vulgar Abuse of Power

Mission:
Mission 98: Building Our New Home
Location: Various Locations - Starbase Vanguard
Timeline: 1715Hrs - April 1st, 2393
Valerie entered the new command area. The lighting was still too low. Many of the control stations had no yet been installed. The stations were still covered in their packaging and sitting on the deck. Lieutenants Shalvari and Crane were already busy installing devices.
"Good morning." Valerie greeted the officers pleasantly.
"Glad to see you." Tia replied. "Look Admiral, I'm not trying to cause a fuss here but my room still isn't furnished. I tried to contact the quartermaster but no one replied."
Before Dessaix could reply Crane chimed in. "I'm having the same issue." Crane inflected his voice and held one finger aloft. "I did manage to get a hold of the civilian contractor. She was most naughty." Crane gently shook his head.
"Yes, your not the only ones having issues with the civilian staff. I'm going to contact their supervisor today and get this straightened out." Valerie assured them. "Can you have the command center operational by the end of business today?"
"Pfft." Crane replied. "We should have the center operational by noon."
"Yeah, we have more guys coming up to help us install this equipment. We will be operational before you know it." Tia replied with confidence.
"Good, I'll be in my office." Dessaix told them as she entered the commander's ready room.
Dessaix went to work. First, she left a message with the civilian supervisor to contact her. She was mostly working out logistic forms. There were also a number of complaints against the civilian workers. Hours passed and it was well past noon and she heard arguing out in the command area. Deciding she needed a break, Valerie put down her PADD and entered the center.
The command center was much improved. The stations were installed and they were active. The packaging and other trash had been removed. The lights were still low and the two lieutenants were arguing.
"Children!" Dessaix shouted. The two officers looked over at her. "What is going on?"
"We installed the stations. Das Wunderkind over here can't get the computers aligned. We can't take command of the controls up here from engineering." Tia explained.
"The computers are aligned perfectly." Crane replied. "I think the failure here is on engineering."
Tia shot Maurice a look before Valerie spoke up. "Have you tried contacting engineering to see if they can reroute the controls?"
"We did. They can't figure it out at their end." Tia replied.
"Have you tried going down there and looking at the engineering station yourself?" Dessaix asked.
"I asked if I could go down and look at it myself but the civilian staff stated that engineering was still off limits." Tia explained.
"Off limits?" Valerie was shocked. "This is our station!"
"They told me they had control until they received official orders." Tia explained.
"No, it doesn't work like that. I'm going down to engineering now. Both of you are coming with me. Mr. Bayern has his office there and I would like to chat with him." Dessaix moved towards the lift with the two officers in tow.
The trio entered the engineering area. Some of the construction workers were busy. Some of the construction workers were not busy. Two were asleep on the floor, a few were watching videos on their PADDS, and more than a few were just standing around talking. Valerie was disgusted by the scene. She spotted the engineer control panel and motioned the other to follow her. Before they got to their destination a large green Orion male crossed their path.
"What do you think your doing here?" The Orion growled at Dessaix.
"How dare you!" She fired back at him. "Right now I'm the station commander. Now, out of my way before you find yourself up on charges."
The Orion didn't budge. "Turn around sailor and walk away." He warned Valerie. Tia tried to move around him but the large man simply picked her up by her collar and threw her back. She slid along the deck until she crumpled against a wall. Several of the workers burst out into laughter.
"You just assaulted an officer!" Dessaix screamed at him. "Your under arrest!"
The Orion just laughed. It was then that a short man in coveralls with copped grey hair appeared. He had a cigar in his mouth. "What the hell is going on here? I'm tying to work."
"Who are you?" Dessaix asked.
"I'm Bayern. I run this station Missy. Why are you down here?" Bayern asked, clearly annoyed at the Star Fleet presence.
"No, I am in command of this station." Dessaix retorted. "You are going to transfer the command of the station to the operations center and you are going to arrest that man." Dessaix pointed to the large Orion.
Several of the workers had now stopped what they were doing to enjoy the spectacle. "Oh look, the little galactic explorers think they're in charge." Bayern replied. There was laughter at his words. "No Missy, I am in charge. You keep your nose out of our business and stay out of the way of working people. When we are ready we will let you know. Now, show these girls to the door."
The Orion grabbed Tia and Maurice in each hand and shoved them into the lift. He then turned to Valerie. "Don't you dare." Dessaix threatened. It did her little good. She was throw into the lift with the other two officers.
Tia was sobbing gently. Crane had a forlorn look on his face. "Are there any security officers on the station?" He asked Dessaix.
"Not for a few days." She told him, dejected. "Although in the last few hours a platoon of marines have arrived."
An hour later Gunnery Sergeant Olga Vaal was standing before Dessaix. Olga had only been on the station two hours before she was called to the commander's office. Considering the lip she received from the Tellarite transporter operator and the lack of furniture in her quarters she was not very happy.
"You wanted to see me Admiral?" She asked.
Dessaix explained what had happened. Olga was a little surprised at the brazenness of the construction crew. Given what had happened to her, she believed it.
"Now Gunnery Sergeant, I want you to collect your platoon and follow me back down to engineering. We are going to arrest Bayern and that Orion fellow. Any questions?" Dessaix asked.
"Can we bring our side arms?" Vaal asked.
"I want you to bring your assault rifles...set to stun. I want the workers to know who is in charge." Dessaix told Vaal.
Olga nodded. "Admiral, I must inform you that we are not security officers. We aren't trained in low violence techniques." She told her.
"Gunny, I am authorizing you to you all force short of lethal to control with this situation." Valerie told Olga.
"Thank you Admiral." Olga smiled.
As Dessaix entered engineering few questioned her presence as she was now flanked by more than two dozen armed marines. As Valarie approached Bayern's office door the Orion stepped in front of her. "Look everyone, the old woman is back for more. Or did you forget your cat?" The Orion joked.
"Let me handle this Admiral." Olga told Valerie.
"What do we have here? A marine? How cute." The Orion caused the crew around him to laugh.
Olga then jumped up and kicked him in the gut. As the large man doubled over Vaal drove her knee into his face several times. She then bent back his arm until she heard a snap. The green giant howled in pain. "I am not cute." Vaal told the Orion.
An Andorian worker screamed at Vaal as he charged her with a sledge hammer. A Klingon marine intercepted him and delivered several swift punches to the blue male's torso before the Andorian collapsed in pain.
Bayern burst from his door, cigar still in mouth. "Keep it down!" He yelled. He then saw the Orion subdued by Vaal, the Andorian curled up in pain on the deck, and the rest of the marines. "What the hell is going on?"
"Your under arrest Bayern." Dessaix coolly told him.
"On what charges?" Bayern asked.
"Obstruction of military operations and conspiracy to name just two." Dessaix replied.
Bayern looked at his workers. "We out number them five to one. They won't use their little zap guns." He told them.
Several workers started to pick up tools. Private Harrak shot the closest worker how was holding a large piece of pipe. As the worker feel to the ground unconscious the other workers ran off.
"Mr. Bayern, put out that cigar and go with the marines." Olga told him.
Bayern was still stunned. Olga motioned to Sergeant Burganski. Bug went up to Bayern. He took the cigar out of the man's mouth and put it out on Bayern's shoulder. Bug then put the cigar butt in Bayern's shirt pocket and gave it a gentle tap. Bug and a few other marines then led Bayern, the Orion, the Andorian, and carried the stunned worker to the turbo lift.
Before the group reached the lifts Bayern turned around. "This is a vulgar abuse of your power!" He shouted at Dessaix.
"Perhaps." Dessaix responded. "Bring them to the transporter room. Beam them over to the brig on the USS Jackal. Those are my orders and if the captain of the Jackal doesn't like that he can contact me." Dessaix told them. "Oh, if that Tellarite gives you any trouble, arrest him for obstruction." Bug nodded and took the group off.
"How is in charge now?" Dessaix shouted in the cavern like engineering room. No one replied. "We aren't leaving until we get an answer."
A thin balding man stepped forward. "I'm Hiram Maxwell. I'm second in charge."
"Well Mr. Maxwell, your in charge of the civilian workers on this station now. I will have no more problems. You will transfer command of the station to the operations center. You will have all the officer's quarters that are occupied furnished by the close of business today. You will have all the enlisted quarters that are occupied furnished by close of business tomorrow." Valerie told him.
"Close of business is only in a few hours. How are we going to get that done?" Maxwell asked.
"You had better get busy then." Dessaix told him. "You will also remove that Tellarite transporter worker. His sight offends me. And finally I'm sending my crew to work down here. I know your workers will not retaliate but if any of my crew should have an unfortunate accident then I shall hold you personally responsible and then assign armed marines here on a permanent basis. Have I made myself clear?"
Maxwell nodded. "Yes Captain."
"I'm not a captain. I'm an admiral. I will not have this talk again." And with that Dessaix nodded to Olga and the group made their way to the lifts.
In the lifts Olga looked to Dessaix. "You enjoyed that, didn't you?"
Valerie smiled. "Yes, very much so."
